Amos 1-5; 2 Kings 16-17:23

In Amos 1, what is the significance of the repetition of "Thus says the Lord: For three transgressions of "Tyre/Edom/Ammorites" and for four, I will not revoke the punishment. Are these just promises from the Lord to each kingdom?

4:1 "Hear this word, you cows of Bashan who are on Mount Samaria, who oppress the poor, who crush the needy, who say to their husbands, "Bring something to drink!" Obviouslly "cows" isnt exactly referring to the animal, so why is "cows" used to descripe these people, or should I say the wives of the husbands?

In 2 Kings, what is a burnt offering compared to a grain offering?
